Appearance
As you can see above, our genie is about the size of a 18 month baby human. This is her actual size, though when her powers are enabled she can shift and change her form as she pleases. Strange as it seems, she still dresses in garb far more traditional than any sane individual would in present times. To give her some credit, finding clothes in her size would be problematic.
Personality
Living since the dawn of time can have an effect on you. Forgetful, Mopsy tends to find herself terribly confused. What she does consistently know, is that she loves her occupation which is granting wishes for complete strangers. She always aimed to please, wanting to make her master's experience with her memorable. She always makes quite the show by flexing her unleashed powers. A tad clumsy with her age, she is definitely a goofball. The strangest things can humor her, as though she has a secret vault containing unlimited inside jokes... that only she is in on.
A side note- being a genie, Mopsy will inherit a bit of her master's personality. If the master is evil and is cackling over his plan, she may not be completely evil but she will be cackling right alongside him. This is part of her bondage and ensures that she doesn't attempt to rebel against her master.
Powers
Having nearly limitless cosmic powers would make Mopsy a danger to the universe, if she had access to use at will. The majority of her powers are under lock and key when she is 'free,' or currently without a master. She can't exactly remember the list of powers she can use willy-nilly but they tend to be the kind of things only cartoons can get away with. One thing that really messes with her head is mirrors. To most people, a mirror is a mere reflection, but she can go inside them. She used to be really great at telling the difference between the reflected world and the real world but it's so hard these days. If she takes the time to admire herself in front of a mirror, chances are she's going to get stuck.
When she does have her powers "enabled" via having a master, she becomes so excited that she just spews magic this way and that- creating chaos in her midst. Usually nothing blows up.
Her powers do have limits, however, and those limits include:

Once upon a time, a time that no one really remembers, when the universe was celebrating its own first birthday.... genies appeared. Well, it might have been another dimension actually... but it was probably this one. One genie in particular shot out of a quasar with her brethren and sort of floated this way and that in deep, black space. Back then, there really was no language, only thoughts and feelings. So she was considered by her family to be a sweet child and that place in the family was well maintained as she was the runt of the litter. There, the spirits of the universe frolicked and abounded, using their natural abilities as they pleased. Anything they could imagine, they could have and do. They created planets, started stars, or smashed them to pieces like Legos.
This went on for a long time, who knows how long, until somebody tried to create one heck of a paradox that nearly caused the fabrics of space to implode. Moppet was probably involved. Well the Big Guy, Starbreather, knew it was time to leash in the hyperactive little demons. It was sometime when Earth was still young. He limited their abilities to only grant wish-fulfillments of sentient beings who happened upon them. To the genies, it isn't really enslavement, sure some of them feel that way, but to the majority, it's just added rules to the same game they've been playing since the beginning.
The genies and their new residences were scattered throughout the galaxy, throughout dimensions, so that they would be a rarity among people. Moppet was just so happened tossed at Earth, where the people live. As language has evolved, so has her name but they have always bore the same meaning. For the most part, she hasn't really influenced history- but she did grant a trio of wishes for the one called Genghis Khan.
About 1979, Mopsy realized that she was in a dire need of an update. Her lamp was too opulent and attracted the wrong sort of masters. Overhearing a pair of men in the marketing business talk about demographics did influence her decision to move. What was something that everyone needed? A shoe, of course! So with a quick stop at a lovely collection of abandoned items(namely the dumpster), she found the perfect replacement for her lamp(note the sarcasm), a smelly, old, size 13, men's boot. She picked it because of the size and she was excited with what she could do with the space.
So Mopsy took her soul out of the lamp and placed it into the boot, akin to a hermit crab switching shells, and with her new home, she ventured forth, now granting wishes for mainly hobos and bums.

- Tampering with free will, Mopsy cannot use mind-control or her powers to manipulate someone to do anything. Be it falling in love or making someone nix themselves.
- Tampering with Time, Mopsy cannot will herself to stop, rewind, or fast forward through time. She cannot travel through time. She also cannot undo what has been done, write anything into the future, or give any prophecies.
- Murder, Mopsy cannot intentionally kill anyone(whether that is the master's intention or her own)- but- you'd be surprised at what you can live through. ;)
- Three wishes cap, Mopsy can only grant three wishes per master and her powers only work if her master possesses her "lamp." Unfortunately, one cannot wish for more wishes.
